The Conroe City Council approved an ordinance that will make way for a new 290-acre development that will bring homes starting at $3 million to Lake Conroe. Developer Lovett Group officials asked for the consent to create Montgomery County Municipal Utility District No. 213 off FM 1097 that will be dubbed Lake Celestine.
