A little after 7:30 p.m. Tuesday evening a Montgomery County Precinct 4 off-duty deputy was heading to Kingwood to enjoy a night out for dinner with his family. As they approached Kingwood a pickup truck loaded with ladders and tools and displaying a Mississippi license plate passed them driving somewhat erratically. He was unable to get a Montgomery County unit close by to stop the truck as it drove into the Houston city limits. Almost two hours later at 9:30 p.m. the deputy constable and his family were back northbound on US 59 passing New Caney when the same truck passed them again. This time northbound. and once again driving erratically. This time he was able to locate two units to stop the vehicle. The Montgomery County Precinct 4 patrol units stopped the truck at East River and US 59. Once the driver was identified a search was conducted on the truck. In the bed, if the truck were several five-gallon water coolers. Inside one of those coolers, deputies discovered five kilos of cocaine. The driver, identified as Ruben Balderas of Mississippi was arrested and charged with the manufacture and delivery of a controlled substance. He was transported to the Montgomery County Jail. The street value on cocaine is believed to be just over $100,000.
