Three members of the Liberty County Office of Emergency Management were arrested on Monday, Sept. 23, following an investigation led by the Texas Rangers. Those facing charges are William Eugene “Bill” Hergemueller, 63, of Dayton; Erskine Nathaniel “Nat” Holcomb, 64, of Cleveland; and Jesse McGraw, 53, also of Cleveland.
