Restaurants were allowed to open up to 75 percent of capacity earlier this week based on Gov. Abbott’s executive orders with masking and other safety considerations. This executive order does NOT allow wineries and bars to open up as wineries and bars. However, the TABC has issued guidelines which allows wineries and bars to open up as quasi-food establishments. This sounds confusing until you realize that wineries and bars can take on the “cloak” of being a food establishment with at least 51 percent of facility sales being for non-alcoholic goods like foods from food trucks and onsite prepared food platters.
